A Chemical Engineer by education, David brings decades of hands-on experience in leading project teams through the successful delivery of complex and technically demanding construction projects. Among his achievements is overseeing the first-ever planned total shutdown of a 240 MGD wastewater treatment plant in its operational history—an unprecedented effort that enabled the construction of a temporary bypass piping system and the replacement of a deteriorating 96” PCCP force main at imminent risk of failure.
His portfolio also includes the complete rebuilding of a 15 MGD wastewater treatment plant located at the confluence of the Mississippi and Meramec Rivers in St. Louis, Missouri, after record flooding rendered the facility inoperable, as well as the construction of a five-story underground parking garage within feet of Baltimore’s Inner Harbor.
Known for his trademark phrase, “It’s not that bad,” David is recognized for his steady leadership and ability to unite owners, engineers, and contractors around shared project goals. His success is a direct reflection of his calm, solutions-oriented approach and his commitment to fostering collaboration under even the most challenging conditions.
